According to the 2023 CBA talent show work plan, China Basketball Association (Beijing) Sports Co., Ltd. (hereinafter referred to as “CBA Company”) will start the 2023 CBA talent show registration work on June 5, 2023, the relevant matters are hereby reported as follows:
I. Registration conditions
(1) 18 years old and above (born before January 1, 2006, subject to the year);
(2) never participated in the CBA league;
(3) If you have registered for the CUBAL league, you must be 21 years old and above (born before January 1, 2003, the year shall prevail. Except those recommended by China University Sports Association).
(4) Hong Kong, Macao and Taiwan players who meet the above conditions must also meet the following conditions:
1. No other nationality;
2. Non-naturalized players or non-compliant players;
3. Have participated in the highest level league matches in the region or have been selected as the regional team (subject to the letter of recommendation issued by the Regional Basketball Association);
4. Obtain the “Permit for Hong Kong and Macao residents to travel to the mainland” or “permit for Taiwan residents to travel to the mainland” issued by relevant State departments (or a permit with the same effect updated according to relevant national laws and regulations).
II. Draft registration time
Pre-fill in the 2023 CBA draft registration form online from June 5 to June 30, 2023;
The application time for formal submission of paper materials for the 2023 CBA talent show is from June 8 to July 5, 2023.
III. Draft registration process
(1) players who meet the registration requirements must log on to the talent show registration page (URL: https://www.cbaleague.com/data/#/other/applicationInfo) of the official website of the CBA league on the computer to pre-fill registration form online and download relevant materials, the deadline for online pre-filling registration form is 17:00 on June 30, 2023;
(2) CBA Company will conduct preliminary examination on players who have completed online pre-filling registration form, and the preliminary examination results will be notified to players by email within 3-5 days after online pre-filling, players who have passed the preliminary examination must mail the relevant registration materials to: 3/F, Block C, COFCO the landmark, No. 208, Andingmen Outer Street, Dongcheng district, Beijing, CBA company, Athlete Development Department (received), zip code 100011, the telephone number is 010-87905132, and the deadline for receiving relevant materials for talent show registration is 17:00 on July 5, 2023 (subject to the receipt of the original);
(3) players who pass the preliminary examination must submit relevant registration materials as follows:
(The cancellation certificate provided by the registered players of the above NBL league and 3 × 3 League must be indicated in: 1. After the player takes part in the draft and is selected and the club belongs to it, this cancellation certificate will take effect after all the matches of the season. If it is not selected, the cancellation certificate will be invalid; 2. When issuing this cancellation certificate, the club has reached an agreement with the players on the handling of the original employment contract after participating in the draft selection, which has nothing to do with the selection of the club.)
(4) players who intend to participate in the draft cannot withdraw for any reason upon registration;
(5) from July 5 to July 7, 2023, the official website of CBA league (www.cbaleague.com) will publish a public list of qualified players in the talent show.
V. The specific time and place of the 2023 CBA talent show will be notified separately.
6. If any of the following situations occur to the players who sign up for the draft, CBA company will cancel the qualification of the players who sign up for the current year and the following years according to the seriousness of the case:
(1) players who have registration disputes and are still in dispute resolution procedures, relevant legal proceedings or arbitration procedures of China Basketball Association;
(2) players identified by CBA company as having bad behavior and affecting the overall image of the league;
(3) players who refuse to fulfill their prior commitments and do not obey the unified arrangement of CBA company during participating in the talent show-related activities (if any);
(4) players whose registration materials do not conform to the facts or violate the obligation of good faith;
(5) according to other regulations of CBA league, players who are deemed not to participate in the draft.
VII. Signed by selected players
(1) when signing up, the player must specify the renewal method or enter the matching process after the expiration of the rookie contract (category A2) in registration form. The specific options are as follows:
1. After the club provides a class B contract with a basic salary increase of 100% in the last year of the A2 contract period, it will obtain the exclusive right to sign the contract;
2. Enter the matching process after the A2 contract expires;
3. The renewal method after the expiration of category A2 contract shall be selected by the club in the above 1 or 2.
(2) the salary of the selected player (excluding Title Awards and winning awards) shall not be lower than the corresponding ranking standard (see Attachment 2).
(3) the signing period between the club and the selected players, the conditions and procedures for exercising the priority renewal right shall be implemented in accordance with the relevant provisions of the CBA league player draft, salary cap, employment and transaction management regulations of the current season.
(4) the selected player shall sign the employment contract with the relevant club within five working days after the draft meeting and report it to CBA company for filing, at the same time, relevant clubs have the obligation to improve other registration related materials as soon as possible and complete the registration procedures according to the requirements of this regulation.
(5) the relevant club shall provide the compliance contract (category A2) strictly in accordance with the renewal method chosen by the player when signing up, and the contract shall be completed within two working days after the draft meeting, otherwise, it will be regarded as not signing a contract with the player due to club reasons; The selected player shall not refuse to sign the compliance contract provided by the club for any reason, otherwise it will be regarded as not signing a contract with the club due to player reasons.
(Vi) if the club does not sign a contract with the player due to reasons (except for those who fail the physical examination), the league competition funds of three times the corresponding amount between the club and the player’s salary will be reduced, and cancel the club’s picks for the next three seasons (except for those that have been traded). This player is still eligible to be selected, signed and registered by other clubs during the registration period of this season, CBA company will seek opinions from the clubs that abstained in sequence according to the final draft (excluding the clubs that have not signed with the players), and the club will decide whether to choose or not; if the club is not signed due to the player’s reasons, the club will continue to enjoy the CBA league signing rights for the player in the next three seasons.
(7) players trained by CBA club themselves are recommended to participate in the draft and selected. The selected club must pay a certain amount of training fee to the recommended club.
